The quiet, residential Starlite neighborhood in southeastern Green Bay nestles up against the East River on its western border and lies just south of the busy East Mason Street. Within those boundaries, the tiny community — about a single square mile — enjoys no-frills, family-oriented living in an array of mid-century, suburban-style houses.
Starlite lies just five miles east of the historic Lambeau Field. In fact, most would say that the town and the neighborhood are defined by a shared love of the NFL's Green Bay Packers.
East Town Mall provides plenty of shopping and dining options close to home, in addition to the many commercial offerings clustered near U.S. Route 141. Just north, the heart of the city and the shores of Green Bay offer entertainment, recreation, and even a touch of wilderness. To the east, the landscape quickly changes as the city falls away in favor of rural roads and open vistas.

Property Ratings at Windsor Heights
Old and outdated carpets never cleaned unless you do it yourself. Bugs all over the halls and can’t use your balcony or patio cause there’s wasps everywhere. 1 set of old dirty coin washer/dryer to share with entire building. Maintenance never actually fixes anything they either claim it’s fine or that there’s nothing they can do. Winter is the worst with them not plowing until days later so be prepared to get stuck. 1000% not worth what they want you to pay in rent. Go literally anywhere else.
Not Family friendly for starters so WOULD NOT RECOMMEND this place to anyone the apartments are out-dated run down like its still from the 80’s. theirs is ALWAYS crime going on so the is always a heavy police presence around, you have to worry about your car being stolen or robbed so i would recommend a security camera management is TERRIBLE its not as nice as it seems if you move in you’ll realize that after a few days if not immediately and sometimes even the Main doors don’t lock so you have to worry about random people being in the apartment so Definitely Dont spend your money on these apartments
Honestly, I love my apartment. The people around me are respectful and management is the best I’ve ever worked with! Maintenance is always done in a timely manner and are respectful of your space! Today is the first larger snowfall of the season and my buildings lot was plowed by 7PM. I could not be more impressed with this landlord and company!!
First off the management is absolutely awful! They brush off any complaint you have and say there is nothing they can do. They overcharge for how small and outdated the apartments are. The carpets were not cleaned when I moved in even though that was in the agreement. The "security" door never locks unless you slam it. They have one washer and dryer for 8 units and the washer has not worked for the past 6 months and they refuse to fix it for some reason. The plow service they have hired is terrible and leaves a good two inches of snow. They never put salt out so it turns to ice and you end up falling. They just let anyone move in to their apartments. Worst apartment complex ever!
First off, Judy and Nicole are the worst people to work with. They could care less about who you are or what you do, they are just their to collect their paycheck in their dead end job and give no respect to future, current, or past tenants. Second, their apartments are nothing special. They are far outdated, trashy even, but they will treat them like they are 5 star apartment gold when they are not. Upon move in, the carpets weren’t clean and the walls were extremely dirty, and they claimed they never got our pre move in check list so we got stuck paying for “new paint” and carpet cleaning, when we had it done prior to moving out by professionals. In the kitchen, it was falling apart. The cupboard doors were loose, stove top barely worked, fridge smelled like somebody painted it in spoiled milk, and the garbage disposal didn’t work, and they Never sent someone to fix it, so lucky I guess I knew how to fix it. One major problem I had was the outside door that was supposed to be limited access NEVER worked. Any one looking to scope out a quick pay day could just wait inside the building for somebody to leave. Last thing on a long line of a lot! Is they hardly even plow and when they do, a terrible job is done. So if you don’t have a car with 4 wheel drive good luck. Overall terrible place to work with and live in. I like having a good tenant-landlord relationship and these people, specifically Judy and Nicole will not give you that. They are just out to collect money and nothing else
These apartments have bug (cockroach and bed bugs) and mice problems. They never fully take care of the problems and we have heard a couple buildings complain. The rent goes up every year and if you dont sign a new lease they raise your rent by $30 more a month for the month to month fees. The kitchen cabinets are not like the picture above. These cabinets have been here since these apartments were built. The shelves are so worn out that if you dont put liner down youll end up with wood pieces on your dishes. If you dont mind the bug problem and mice problem you can very well make this place nice with some creativity! Good luck!
This place is fine - there's nothing great about it or anything that's too terrible. I lived here for 1.5 years and just a few things popped up that weren't fantastic. The first is that the laundry facilities are very much less than ideal. I reported to management a few times that the dryer didn't dry and it never seemed to get better. Inconvenient but it is what it is, I just went to the laundromat a block away. It can get pretty noisy living in such a large complex. There are many neighbors and many children, I witnessed a few domestic disputes as well. One thing that did particularly bother me was that they say dogs are ok with the only exception to weight. This was a big reason why I moved here because I thought I may get a dog eventually. It turned out that only SOME buildings allow dogs. I wanted to get a dog in the middle of my lease but they told me I did not live in a dog-friendly building - this is not something they told me up front about their pet policy. And the building 30 feet from me was dog friendly. Lastly, the way they split the water bill was dividing the entire building by the number of units inside. So I (one person) would pay as much for water as the family with two children next door. I would have preferred if they metered each unit. Now to the relatively positive - I felt it was extremely reasonable for the price. I lived in a one bedroom by myself and was perfectly happy with the space. I was getting a home office so I decided to move into a two-bedroom and it was still very much affordable for myself. My brother ended up staying with me for a short time and we both had plenty of room. It's a relatively safe neighborhood. As I mentioned above there were a few domestic disputes but nothing violent. There were one or two shootings down the road but they were isolated incidents and not in this specific complex. Apartments are extremely dated as others have said, but I've never cared much for aesthetics so it didn't bother me. Moving out was also super easy. Management does a very, very quick walkthrough and I got my full deposit back.
Lets just say that the only 2 months I lived here were terrible. The apartments are very dated, the floors are all chipped, tons of carpet stains, and the paint job in my apartment was HORRIFIC. There were stains and paint drips all over the doors and trim. The management is very rude and don't really care about your issues. They make you pay rent and your water bill online and I always had issues with it (being over charged or it took weeks to go through). I had to move out because the lock on the outside door to the building was broken and someone who was NOT welcome got into my apartment. We could've seriously been hurt and they didn't care one bit. So glad I terminated my lease after that.
Well to start off, if I were to keep it short, my experience with Windsor Heights has felt like living in my own nightmare, a prison in my own home, an abyssal torture den of darkness in which I feel my soul being wrenched into the very depths of a vengeful overlord. Just kidding. On a more serious note, the management is very discriminatory, very nosy and very condescending in their nature. The whole crew doesn't do well to make a person feel "at-home" at their own home. Our disposal broke several times, the A/C leaks and the lock on our door doesn't work at all from the outside. After politely reporting these issues only once has there been immediate action taken. I have yet, after 2 weeks, to have my lock changed on my door which is a HUGE breach of safety. Thankfully I have friends to look over my apartment for me. Furthermore, the management harasses my visitors and I have a constant feeling like I'm being watched considering I have them constantly approaching me and telling me what trivial, so-called, rules I'm violating. My friend was parked on the street outside my apartment complex for example and the management was complaining about him being parked on the street. It's a public street for starters and what would make her think she has the right to tell my visitors where to park? This has happened on numerous occasions and for such petty of so-called violations. Most annoying. As for the apartments, there's mold, the carpets are old, the fan in the bathroom doesn't work, the oven is dirty and the only thing that was updated in my apartment when I moved in was the refrigerator which is about the only positive I can give this place. I will NOT be renting from them again and I suggest you save yourself some time and go to a better apartment business. Windsor Heights is a no-no.
They have just made online or US Mail your only option to pay the rent. Even if you have lived there for almost 10 years, you cannot contact the management company in Milwaukee, you must deal with the morons who work locally. They have not made the conversion to online easy, and changed who to contact after the start of the month. Looking forward to finally leaving. The demand for money or eviction, when I had to mail the check after waiting 5 days for corporate not to contact me has made my decision easy. Used to be locally run, now they are corporate pigs with Wiechmann Enterprises running the show and not improving anything.
My apartment is a one bedroom.. I pay $450 a month and I live all alone. It's an upper. Building style of Windsor Heightts is very outdated - could use some more modern features. Two separate entrances from the same floor though. One from the living room, one from the kitchen. I have one of the doors blocked just for safety reasons. Living alone is so peaceful. Wouldn't have found my humble abode if it weren't for apartments.com :)
There's nothing that truly sets this place above the rest, but it is maintained very well. In the summer the grass is always looking nice and in the winter the snow is taken care of immediately. The apartments themselves are nice, and I have never once had an issue getting anything fixed (needed my garbage disposal fixed and they were here the same day). HUGE closet in the bedroom Great location, just a 5 minute drive from highway 172. Cons: no garage options, zero dog policy, water bill is split throughout the entire building not just your apartment separately, the apartment could be updated Overall- awesome apartment for the money. If I had to do it all over again I would rent here.
Very cheap. Ideal first apartment. Big living room walk in closet.
I do not recommend Windsor Heights. They are over priced for how small they are. Management doesn't take care of anything for example the mice infestation in the building. And nothing is energy efficient. It's not a safe area. Personally I am terminating my lease and going elsewhere.
I spent a year here 2013-2014 and it was relatively quiet. Some truck noise due to the warehouse across the street but wasnt bad. For a one Bedroom I had SO much room. The closet near the entrance was bigger then the bathroom an the bathroom wasnt tiny. Walk in closet in the bedroom was super nice. Some of the cuboards in the kitchen could be updted but I laid some roll foam down and it looked 100 x better. I never had any issues with neighbors or the management. Move out was simple and easy. Only reason I left was I ended up moving back to michigan to be closer to family.
THIS AREA IS A GOOD NEIGHBOR HOOD, THE BUILDINGS ARE WELL KEPT AND SO IS THE PROPERTY. THE RENT IS REASONABLE AND THEY ALLOW PETS, BUT A WATER BILL OF $34 A MONTH IS ADDITION BILL.THERE ARE NO EMENITIES AND NO GRILLING ON PROPERTY I AM LOOKING TO RELOCATE TO A PLACE WITH A POOL AND A BETTER FIT FOR MY BUDGET. MY SEARCH IS WITH APARTMENTS COM THEY ARE THE BEST!!
These apartments are super clean when you rent them and if there is ever a problem management is on it right away! This has been a great rental and I wish they had bigger units so I could stay longer, I will miss the safe feeling I have had while I lived here and you can't beat the rent, plus they keep the grounds really clean and pick up garbage every day.
I really liked my apartment, but the management was very poor and neighbors inconsiderate.
I'm a single mom of soon to be 2 kids! I work very hard to have what I have today. I finally got a semis nice apt after yrs of being in a tiny one! But the higher rent plus daycare cost are killing me! Getting free rent wouldnt appreciated more than by me! :)please help me!!!!
